BANGKOK, Sept 18 - Energy Minister Piyasvasti Amranand on Tuesday said the ministry is ready to transfer funds to the Ministry of Transport to finance construction of the country's mass transit rail system early next year.
He said the funds would be divided fairly to subsidise the building of the dual-rail system, the electric subway and the elevated train system, and other transport systems at present and in the future.
For instance, as a mass transit system is built in the Bangkok metropolis, funds to finance the project will be brought from the oil tax revenue collected from oil consumers in Bangkok and its environs.
Should the system be constructed in provincial areas, funds will be brought from oil taxes collected from oil consumers in the provinces.
He said the State Oil Fund would begin to hand funds of around Bt1 billion baht per month beginning in January next year if it succeeded in repaying outstanding debts completely.
The funds would be spent together with budget and loans sought to finance construction of the mass transit system.
Mr. Piyasvasti said the oil fund planned to use a contribution of one baht per litre collected from the fuel consumption to cut retail oil prices by 0.50 baht per litre. Another 0.50 baht would be collected to finance construction of the mass transit system.
The proposed taxation and revenue sharing proposal will be submitted to the National Energy Policy Committee for its consideration on September 28.
