President George W Bush is scheduled to give a speech November 30 at the US Naval Academy in Annapolis, Maryland, to praise the increasing capabilities of the Iraqi military, possibly laying groundwork for a major US troop withdrawal, the Los Angeles Times reported, citing unidentified aides.
